Thai Spring Roll Dipping Sauce


1/4 cup sugar
1/2 cup water
1/2 cup red wine vinegar
2 tablespoon fish sauce or tablespoon soy sauce
2 teaspoon red chili peppers ground
1/2 carrot shredded
1/4 cup peanuts coarsely chopped

In a small saucepan combine the sugar and water. Then bring to a boil. Reduce heat and simmer for 10 minutes until sugar is dissolved. Remove from heat and add the red wine vinegar, fish sauce and red chile pepper. Mix well. Pour sauce in serving bowl, chill and top with carrots and peanuts just before serving. Makes one cup.
